Tesla recalls over 2 million cars to fix Autopilot safety controls

Following a two-year investigation by the National Highway Traffic Safety Administration (NHTSA), Tesla will recall over 2 million vehicles to address Autopilot safety concerns, according to new NHTSA documents. Fixes will be issued to owners for free via over-the-air (OTA) updates to add features that ensure drivers pay attention while using Tesla's controversial driver assistance system. It affects all current Tesla EVs built since Autopilot launched in 2015, including the Model 3, Model Y, Model S and Model X. 

"The remedy will incorporate additional controls and alerts to those already existing on affected vehicles to further encourage the driver to adhere to their continuous driving responsibility whenever Autosteer is engaged," the NHTSA stated in a document. It noted that while Autopilot (specifically its Autosteer component) does have several controls to ensure drivers pay attention, they're not always enough. 

"In certain circumstances when Autosteer is engaged, the prominence and scope of the feature’s controls may not be sufficient to prevent driver misuse of the SAE Level 2 advanced driver-assistance feature," the document states. That in turn may lead to "an increased risk of a collision." 

Tesla was ordered to address the driver monitoring system. "The remedy will incorporate additional controls and alerts to those already existing on affected vehicles to further encourage the driver to adhere to their continuous driving responsibility whenever Autosteer is engaged, which includes keeping their hands on the steering wheel and paying attention to the roadway," it states. Those will include more prominent visual alerts, making it easier to turn Autosteer on and off, and eventual suspension from Autosteer if the driver fails to behave responsibly on an ongoing basis. 

In a letter to the NHTSA, Tesla acknowledged the order and said it would issue the required fix. "Tesla will release an over-the-air (OTA) software update, free of charge. Owner notification letters are expected to be mailed February 10, 2023." The order affects 2,031,220 vehicles, though models that went into production after December 7th will have already incorporated the update. 

The NHTSA said last August that it was opening an investigation into Autopilot following 11 crashes with parked first responder vehicles since 2018 that resulted in 17 injuries and one death. In a letter to Tesla sent shortly afterward, the regulator requested detailed documentation on how the driver assistance system works. Specifically, it wanted to know how it ensures that human drivers will keep their eyes on the road while Autopilot is engaged and whether there are limits on where it can be used.

Range Rover Electric teased ahead of its 2024 reveal

Several years ago, Land Rover announced plans to offer electrified versions of all its vehicle and that process has finally begun. The company teased the Range Rover Electric in a press release and video, promising an 800 volt architecture and all the benefits of a modern EV. At the same time, it'll be just as powerful and capable off-road as its gas-guzzling counterparts.

Apart from some aspirational promises, details are still sparse. To start with, it'll supposedly have "performance comparable to a flagship Range Rover V8 and the all-terrain capability developed in-house by Land Rover experts." That all-terrain capability includes the ability to wade through 850mm of water (2.8 feet), though the current V8-powered 2023 Range Rover already offers 900mm of depth

The new model will supposedly be the "quietest and most refined Range Rover ever created," the company said, thanks to "active road noise cancellation configuration and sound design, plus cabin comfort levels enabled by its electric underpinnings." In other words, it'll take advantage of the relatively low noise levels and simplicity of an electric drivetrain, like other luxury EVs.

The new model will be built on Jaguar Land Rover's Modular Longitudinal Architecture (LMA) based on an 800 volt architecture, something that generally supports added charging power, enhanced performance, increased efficiency and weight savings. That, the company says, will help enable "fast-charging on public networks," among other benefits.  

The company is also promising "a seamless electric ownership experience — effortless charging, energy partnerships, software-over-the-air updates and intelligent technology to maximise range." On top of that, the vehicle and and batteries will both be built in the UK in Solihull and Wolverhampton, respectively.

Range, performance and other key specifications, along with full photos of the vehicle are still missing. A few weeks before the first deliveries for the Cybertruck went out, Tesla updated its purchase agreement to add that it could seek injunctive relief to prevent owners from transferring their vehicle's title if they attempt to sell it within one year of buying it. Further, the company said it could seek "liquidated damages" from customers worth "$50,000 or the value received as consideration for the sale or transfer, whichever is greater."

Shortly after the information made the rounds on social media, though, Tesla removed the clause as quietly as it had added it. Now, as Electrek reports, Cybertruck customers who have managed to put in an order for the $120,000 Foundation Series configuration have received an order agreement with the controversial clause still clearly in place. Based on the copy posted by customers on the Cybertruck Owners Club forum, buyers are agreeing not to sell their vehicles within the first year of purchase. If owners must flip their vehicles before the year is up, Tesla is asking them to notify the company, which will then purchase it back for retail minus 25 cents per mile driven and minus the cost of wear and tear, as well as the cost to repair any damages.. They could only sell their Cybertruck without getting in trouble with Tesla if the automaker declines to buy their vehicle and gives them written consent to sell it to a third party. 

Other automakers, particularly luxury brands like Ferrari and Porsche, enforce a similar rule. In Tesla's case, the company has yet to clarify whether it will apply to all Cybertruck buyers or if it will only enforce the rule for Foundation Series owners. Regardless, fans may want to look over their purchase agreements if they buy a Cybertruck, because Tesla may refuse to sell them any more vehicles in the future if they break the rule.

Honda will reveal a new EV series at CES 2024

Honda is planning to make a bigger push into the EV market as part of its goal of introducing 30 electric models by 2030. We’ll soon get a look at a new EV series from the automaker, as it’s preparing to show off the lineup for the first time at CES 2024. We’ll get our first glimpse of these EVs during a press conference on January 9. The event starts at 1:30PM ET and you’ll be able to watch it below.

The automaker hasn’t revealed many more details about the new EV series. However, it did note that it will detail "several key technologies that illustrate the significant transformation Honda is currently undergoing." Honda is aiming to only sell zero-emission vehicles in North America by 2040, including battery electric and fuel cell electric powered models.

As it stands, the company has quite a bit of work ahead to hit that goal and perhaps catch up with its more EV-focused rivals. Currently, Honda has the all-electric Prologue SUV (which isn't available to the public yet) and two hybrids in its electrified lineup. In fact, it has killed off multiple hybrid models over the last few years..

Half of London’s famed black cab taxi fleet are now EVs

Half of London's black cab fleet is now made up of zero-emission vehicles, manufacturer LEVC and Transport for London (TfL) announced. Of the 14,690 licensed taxis in the capital, 7,972 are battery electric vehicles (BEVs), with most manufactured by Geely's LEVC, according to the latest figures. The number of those models grew a fairly dramatic 10 percent in the last month alone. 

"Reaching this milestone is a great reflection of how London is working hard to be a greener, more sustainable, environmentally friendly city," said TfL's Helen Chapman. "London's black taxis are recognized worldwide and we are proud to see that so many drivers are helping clean up the air." 

New drivers haven't had a choice in the matter, though, as since 2018, TfL has required that all new cabs licensed in the city be zero emissions cable (the rule was extended to private minicabs last year). Cabbies with existing licenses have been motivated to change, too, as any still using less efficient vehicles have been required since 2020 to pay a daily rate (now £12.50) to operate in central London's Ultra Low Emission Zone.

Many of London's larger taxi and minicab operators have committed to fully-electric fleets by 2025. That includes the city's largest operator, Addison Lee (which uses VW ID 4s) saying it would reach that goal by 2023. London's Black Cabs are generally independently owned and licensed under strict rules by TfL. Uber recently announced that London's black taxis would be listed on its app and while some drivers have signed up, many decried the plan.

GM’s first EV chargers at Flying J rest stops are now open

Car manufacturers continue pushing out EVs, and the government keeps offering incentives, but accessing charging stations is still a barrier for many people considering purchasing an EV. To that end, last year, General Motors partnered with Pilot Travel Centers and EVgo to install up to 500 charging stations at Pilot Flying J rest stops, and the first ones are now open. 

Currently, there are 17 charging stations open across 13 states, with GM estimating that number will jump to at least 25 before the end of 2023 — with 100 chargers between them. GM states that "many" stations will include multiple chargers with 350kW (which can be reduced depending on a car's charging needs), around-the-clock access with onsite staff, pull-through charging stations, Plug and Charge compatibility and protective canopies. They will also have typical rest stop amenities, such as restrooms and food, along with free Wi-Fi. 

EV drivers can locate charging stations in a few ways, including the GM vehicle brand, Pilot myRewards Plus and EVgo apps. The myRewards Plus app will have food, drink and merchandise deals for all EV owners. But, starting in Spring 2024, GM customers will also get discounts on charging fees and be able to reserve charging stations ahead of time. 

The 500 total stations should have up to 2,000 charging stalls and connect both urban and rural areas across the United States. While there's no end date for the project's completion, the trio plans to open 200 charging stations by the end of 2024.

The tiny Fiat 500e is coming to the US in early 2024

Can a super tiny electric car still work in the US? We'll soon find out! Fiat will soon start selling the 500e hatchback EV stateside in 2024 for $32,500 ($34,095 including the destination fee), the company announced. It hasn't been available in the US since 2019, but the latest model is a big update with more range, a nicer interior, better tech and more. 

The 500e is tiny by EV standards, particularly in the weight department. It puts just 3,000 pounds onto the pavement, making it what Stellantis calls "the lightest passenger BEV in the segment." It's a refreshing change from larger electric SUVs and pickups that can weigh double that, though potential buyers may find its tiny size a detriment, safety-wise.

A big reason for that lack of heft is the relatively small 42 kWh battery pack that allows for a maximum 149 mile range. Considering the relatively slow maximum DC charging rate of 85 kW (giving you 80 percent range in 35 minutes), that means it's likely to be used mainly as a city runabout. On the plus side, the price of the Fiat 500e includes a Level 2 home charger from Fiat's Free2Move subsidiary (Fiat is part of Stellantis group which also owns Jeep, Chrysler, Citroen, etc.). 

With 117 horsepower and 162 pound feet of torque on tap, it goes from 0 to 60 MPH in 8.5 seconds — leisurely, but fine for a city runner. Users will no doubt focus more on preserving charge, so it offers three increasingly aggressive modes: Normal, Range and Sherpa.

The interior is nicer than the plasticky one from the 500e sold back in 2019. So far, Fiat has only shown some concept interiors with crossover designs from Armani, Bulgari and Kartell, though it's not clear if those will actually be sold in the US. In any case, it does come with a 10.3-inch infotainment touchscreen with support for Android Auto and Apple CarPlay, along with a wireless smartphone charging pad, 7-inch digital gauge display and more. One fun touch is that the low-speed exterior audio alert (required on all EVs), is custom classical music created by Italian composers. 

My first thought when I saw the $34,095 price tag was "hey that's the same price as the Volvo EX30!" which has 275 miles of range and a lot more room. It's also a lot more than Tesla's Model 3, which is $28,490 after US federal tax credits (it's not clear if the 500e will qualify for those credits, but it doesn't seem likely). 

However, Fiat is no doubt hoping to attract young or urban buyers with the adorable design and high-tech features. And instead of mass-marketing the car, it's using a strategy of "dropping" special versions at regular intervals and making them available for a limited time, according to Car and Driver. It's set to hit dealerships starting early next year.

PSA: The cheapest Tesla car won’t qualify for full federal tax credit starting January 1

With the Biden administration's continued attempt to limit Chinese battery components in US electric vehicles, Tesla has now announced that two of its models won't qualify for the full $7,500 federal tax credit as of January 1, 2024. As pointed out by our sister site TechCrunch, Tesla's website currently has a top banner claiming that tax credit "reductions likely for certain vehicles in 2024," urging customers to "take delivery by 12/31" in order to qualify for the full claim. A link in the banner toggles a message that specifies which two models are likely to be affected:

"Customers who take delivery of a qualified new Tesla and meet all federal requirements are eligible for a tax credit up to $7,500. Tax credit will reduce to $3,750 for Model 3 Rear-Wheel Drive and Model 3 Long Range on Jan 1, 2024. Take delivery by Dec 31 to qualify for full tax credit."

According to the IRA (Inflation Reduction Act) rules, vehicles using battery components that are 50 percent made or assembled in the US qualify for the first half of the tax credit, i.e. $3,750. The cars can only get the remaining half of the credit if their manufacturer sources at least 40 percent of their critical minerals from the US or its free trade partners, which don't include China. If a company meets one or the other standard, the vehicle gets a half credit.

However, with the latest proposal on IRA credit rules issued on December 1, the Biden administration wants to further tighten the clean vehicle tax credit requirements by targeting FEOCs (Foreign Entity of Concern), which include China, Russia, North Korea and Iran:

"Beginning in 2024, an eligible clean vehicle may not contain any battery components that are manufactured or assembled by a FEOC, and, beginning in 2025, an eligible clean vehicle may not contain any critical minerals that were extracted, processed, or recycled by a FEOC."

Back in June, the cheapest Tesla car, the rear-wheel drive Model 3, was able to switch from half the tax credit to full credit, likely due to a change in supplier or materials to meet the guidelines. While the latest reversal still offers half the credit, this may eventually be zeroed next year, unless Tesla is willing to source batteries from other countries — which are likely more expensive.
