Bees reportedly stopped Meta from building a nuclear-powered AI data center

Meta had plans to build an AI data center in the US that relies on nuclear power — it even already knew where it wanted the facility to be built. According to the Financial Times, though, the company had to scrap its plans, because the a rare bee species was discovered on the land reserved for the project. Company chief Mark Zuckerberg was reportedly ready to close a deal with an existing nuclear power plant operator that would provide emissions-free energy to the plant. The Times said he told staff members at an all-hands last week that pushing through wouldn't have been possible, because the company would encounter numerous regulatory challenges due to the bees' discovery. 

Zuckerberg reportedly told his staff that Meta would've had the first nuclear-powered AI if the deal had gone ahead. It still might come true if the company could find a way, but it has to move quickly because its biggest rivals are investing in nuclear energy, as well. In September, Microsoft revealed that it intends to revive the Three Mile Island nuclear power plant to provide energy for its AI efforts. Meanwhile, Google teamed up with startup Kairos Power to build seven small nuclear reactors in the US to power its data centers starting in 2030. And then there's Amazon, which announced three agreements with different companies to build small modular reactors in mid-October. 

The Times didn't say whether Meta is looking for a new site — one that doesn't have rare bees living in its vicinity. One of its sources only said that Meta is still exploring various deals for emissions-free energy, including nuclear, to power its future AI data centers.

The first is expected to be up and running by 2030, with the rest arriving through 2035. It’s the first-ever corporate deal to buy nuclear power from SMRs. Small modular reactors are smaller than existing reactors. Their components are built inside a factory rather than onsite, which can help lower construction costs. It’s not a dead cert: Kairos will need the US Nuclear Regulatory Commission to approve the plans.

SpaceX’s Super Heavy booster successfully returned to the pad after liftoff, caught by the launch tower’s mechanical arms. It’s rather incredible — you should watch it. The milestone came during the fifth flight of the company’s Starship and is a huge step for the rocket’s planned reusability goals. Google strikes a deal with a nuclear startup to power its AI data centers

Google is turning to nuclear energy to help power its AI drive. On Monday, the company said it will partner with the startup Kairos Power to build seven small nuclear reactors in the US. The deal targets adding 500 megawatts of nuclear power from the small modular reactors (SMRs) by the decade’s end. The first is expected to be up and running by 2030, with the remainder arriving through 2035.

It’s the first-ever corporate deal to buy nuclear power from SMRs. Small modular reactors are smaller than existing reactors. Their components are built inside a factory rather than on-site, which can help lower construction costs compared to full-scale plants.

Kairos will need the US Nuclear Regulatory Commission to approve design and construction permits for the plans. The startup has already received approval for a demonstration reactor in Tennessee, with an online date targeted for 2027. The company already builds test units (without nuclear-fuel components) at a development facility in Albuquerque, NM, where it assesses components, systems and its supply chain.

The companies didn’t announce the financial details of the arrangement. Google says the deal’s structure will help to keep costs down and get the energy online sooner.

“By procuring electricity from multiple reactors — what experts call an ‘orderbook’ of reactors — we will help accelerate the repeated reactor deployments that are needed to lower costs and bring Kairos Power’s technology to market more quickly,” Michael Terrell, Google’s senior director for energy and climate, wrote in a blog post. “This is an important part of our approach to scale the benefits of advanced technologies to more people and communities, and builds on our previous efforts.”

The AI boom — and the enormous amount of data center power it requires — has led to several deals between Big Tech companies and the nuclear industry. In September, Microsoft forged an agreement with Constellation Energy to bring a unit of the Three Mile Island plant in Pennsylvania back online. In March, Amazon bought a nuclear-powered data center from Talen Energy.

Microsoft plans to restart the Three Mile Island nuclear plant that narrowly avoided disaster

Microsoft is in the midst of a deal that would bring the infamous Three Mile Island nuclear power plant back to life, according to reporting by The Washington Post. If the name sounds familiar, it’s because the Pennsylvania plant was home to a partial meltdown of one of its reactors back in 1979.

The deal would make Microsoft the plant’s sole customer for 20 years, meaning it’ll hoover up 100 percent of the power all for itself. Why does the company need so much juice? You can guess. It’s for AI, which is notoriously power hungry. Look, if it takes an entire nuclear power plant so we can ask Bing to whip up an image of Steve Urkel in space riding a skateboard, then we gotta do it. It’s the future… or whatever.

Let’s break it down further. If this deal is approved by regulators, Three Mile Island will provide Microsoft with enough energy to power 800,000 homes. Again, no homes will be getting that energy, but don’t worry. Microsoft will be able to hold a live streaming event to show off some ghoulish new AI video generation tools or something.

I know I’m coming off as a real troglodyte here, but there is a silver lining. This could help Microsoft meet its pledge to power AI development with zero emissions electricity. It’s not as if these companies would give up on AI if there wasn’t a decommissioned nuclear power plant sitting around, so this move could help alleviate some of the strain that’s already being placed on our power grid due to ye olde artificial intelligence.

If approved, this would be a first-of-its-kind deal for a couple of reasons. A commercial power plant has never worked exclusively for one client before. It’ll also be the very first time a decommissioned power plant has come back online. It’s worth noting that the plant shut down five years ago for economic reasons, which has nothing to do with the partial meltdown from 1979. The current plan is for it to resume operations by 2028.

“The energy industry cannot be the reason China or Russia beats us in AI,” said Joseph Dominguez, chief executive of Constellation, the company that owns the plant. I’d take his jingoistic language with a grain of salt, however, as Constellation stands to make an absolute boatload of cash from this deal.

Let’s do some math. Yearly profits from a nuclear power plant averages $470 million. Microsoft will be the exclusive buyer of this energy for 20 years, which totals $9.4 billion. Constellation is spending $1.6 billion to get the plant going again, along with federal subsidies and tax breaks provided by the Inflation Recovery Act. This leaves $7.8 billion in sweet, sweet profit. That’s just a guesstimate, but you get the gist. The company does promise $1 million in "philanthropic giving to the region" over the next five years. That's $200,000 a year.  

This isn’t a done deal. There are many regulatory hurdles that Constellation will have to jump over. This includes intensive safety inspections from the federal Nuclear Regulatory Commission, which has never authorized a plant reopening. There’s also likely to be an inquiry into those aforementioned tax breaks, as all of the energy is going to one private company and not serving entire communities. But come on. Steve Urkel on a skateboard in space.

On the plus side, Constellation will need around 600 employees to run the plant, according to the New York Times. Jobs are good. Also, the company says it won’t be seeking any additional subsidies from Pennsylvania. The Palisades nuclear plant in Michigan is also looking to reopen for business, but it plans on servicing the local grid and not the gaping maw of AI.

The Morning After: Congress’ clean energy bill passes with major focus on nuclear

The Senate has passed a sweeping bill that includes a lot of incentives for nuclear energy. The Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy (ADVANCE) Act passed in a vote, 88 to 2. The earlier version of the bill also garnered bipartisan support in the House of Representatives earlier this year.

Those incentives will include financial awards for the first companies to upcycle recycled nuclear waste. The bill will change the Nuclear Regulatory Commission, streamlining the application and regulatory process for new reactors. Following the bill's passage, US Senate Committee on Environment and Public Works chairman Tom Carper said in a statement: "The ADVANCE Act will provide the Nuclear Regulatory Commission with the tools and workforce it needs to review new nuclear technologies efficiently while maintaining the NRC's critical safety mission and creating thousands of jobs."

Senators Bernie Sanders and Ed Markey were the two opposing votes, with the latter arguing that the ADVANCE Act turns the NRC into a facilitator rather than a regulator. "This bill puts promotion over protection, and corporate profits over community clean-up," Markey stated.

Environmental groups have reacted strongly both for and against the bill. Dr. Edwin Lyman, director of nuclear power safety at the Union of Concerned Scientists (UCS) said in a statement: “Make no mistake: This is not about making the reactor licensing process more efficient, but about weakening safety and security oversight across the board, a longstanding industry goal.”

Gavin Newsom, the governor of California, has issued a statement supporting efforts to restrict the use of smartphones in schools within the state. He did so mere hours before board members of Los Angeles’ school district voted to pass a proposal for a school phone ban. Newsom said he will work with lawmakers "to restrict the use of smartphones during the school day" this summer, because children and teens "should be focused on their studies — not their screens." While LA's board members ultimately passed the proposal for a phone ban, two members voted against it. One told The New York Times that he voted no because teachers are already having difficulties imposing existing restrictions. He added that parents need to be able to contact their children during emergencies, like school shootings. And that is bleak.

Congress passes sweeping pro-nuclear energy bill

The United States has taken a significant step towards becoming a nuclear reactor hub. On Tuesday, June 18, the Senate passed the Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy (ADVANCE) Act in an 88 to 2 vote. A version also garnered bipartisan support in the House of Representatives, passing 365 to 33 earlier this year, leaving the path clear for the bill to reach President Biden's desk. 

The past decade has seen over a dozen reactor closures and only two new ones open — a pair that launched last month in Georgia to the tune of over $30 billion in expenses. The ADVANCE Act aims to expand the nation's nuclear energy industry by creating incentives and reducing the time and cost of building nuclear reactors. These attempts include financial awards for the first companies to reach certain goals, such as implementing upcycling of recycled nuclear waste. 

Much of the ADVANCE Act centers on the Nuclear Regulatory Commission (NRC), an independent government agency that monitors nuclear use, including commercial nuclear power plants. The bill shifts the NRC's role, requiring it to create a new mission statement that states "licensing and regulation of the civilian use of radioactive materials and nuclear energy be conducted in a manner that is efficient and does not unnecessarily limit the benefits of civilian use of radioactive materials and nuclear energy technology to society." It further instructs the NRC to accelerate its licensing review process and hiring of staff, along with improving "its process for approving the export of American technology to international markets."

In a statement following the bill's passage, US Senate Committee on Environment and Public Works chairman Tom Carper stated, "The ADVANCE Act will provide the Nuclear Regulatory Commission with the tools and workforce it needs to review new nuclear technologies efficiently, while maintaining the NRC's critical safety mission and creating thousands of jobs."

However, not everyone is in favor of the bill, with critics warning it comprises safety. Senators Bernie Sanders and Ed Markey were the two opposing votes, with the latter arguing that the ADVANCE Act turns the NRC into a facilitator rather than a regulator. "This bill puts promotion over protection, and corporate profits over community clean-up," Markey stated. "The ADVANCE Act, as attached to the Fire Grants and Safety Act, includes language that would require the Nuclear Regulatory Commission to rewrite its mission to state that its regulation and oversight should 'not unnecessarily limit' civilian nuclear activity, regardless of whether it is beneficial or detrimental to public safety and national security. The NRC shouldn't be the Nuclear Retail Commission."
