Dell mulls entry into wearable tech, says tablet sales aren’t so hot

Wearable technology is all the rage these days, and Dell isn't immune to the peer pressure: its global VP of personal computing, Sam Burd, tells the Guardian that his company is "exploring ideas" in the field. While it's not clear just how serious plans would be at this stage, Burd notes that the idea of a Dell smartwatch is alluring. He can't champion his firm's tablet sales, however. Dell has reportedly sold just "hundreds of thousands" of Windows 8 and RT slates like the Latitude 10 and XPS 10. The executive predicts a sales boost as corporate customers adapt to Windows' new interface, but he's cautious -- he believes that the young platform has to grow before clients (and rivals) take notice.

Windows 8.1 RT looks just like regular Windows 8.1, performance hasn't changed

When we got hands-on with the Windows 8.1 preview earlier this week, it was on a Surface Pro -- i.e., an x86 system running full Windows. Until today, though, we hadn't had a chance to try the software on a device running Windows RT. Well, fortunately for us, Microsoft has a row full of freshly updated Surface RT units on display here at Build, so we took the opportunity poke around a little. As you'd expect, Windows RT 8.1 has all the trappings of the full Windows version, including an always-there Start button and new apps like Food & Drink and Health & Fitness. What's sort of interesting is that you can boot to the desktop here as well, just as you would on Windows 8.1. (We say "interesting" because, well, how urgently do you need the desktop on RT anyway?) The desktop also still comes with Office apps pinned to the Taskbar, in case you were wondering.

Performance seems much the same as before, particularly because we were handling last year's Surface RT, which still ships with a Tegra 3 SoC. Browsing and loading tabs in IE11 feels snappy but then again, IE11 was supposed to be a tick faster than IE10. Overall, navigating the OS can still feel slightly sluggish, but the build we tried is at least stable. Other than that, it looks like we'll have to wait for some new ARM chips before we can revisit performance in Windows RT. We'll also be back to take a look at the forthcoming RT Outlook app, which we haven't seen yet. Until then, don't expect us to write another 4,000 words on the subject.

Robot toys aren't what you'd normally expect from Microsoft's developer-focused Build conference, but that's just what the company served up today. In a chat about developer tools, Microsoft's VP of Web Services Antoine Leblond demoed a version of Lego Education's unreleased Mindstorms EV3 platform using -- what else? -- a brick-built robot and a Surface tablet. Citing the Win RT APIs that let users interact with device-specific protocols (i.e., USB, Bluetooth, etc.) Leblond was able to stream live video of his face, using a separate Windows tablet, to the tank-like franken-toy. All whimsy aside, this MS / Lego collaboration's less about giving kids a neat, remote spying tool and more about making programming fun and approachable. You know, STEM stuff. And we're all for it.

Vevo music video app comes to Windows 8

Vevo comes to Windows 8 as part of a preBuild warmup

Although Vevo has a presence on seemingly every platform, it hasn't done much of anything special on the desktop: so far, it's been either the web or nothing. That's changing -- the company has just launched a native app for Windows 8 and RT devices. The software puts all of Vevo's core music video features into a touch-friendly format, including Vevo TV, live concerts and playlists. While we suspect that many will still be content with the web interface, those who just have to watch Selena Gomez on a Surface can grab the Vevo app for free at the source link.

How's about this for a coincidence? We've just benchmarked the Snapdragon 800 reference tablet, with some very nice results, and now Bloomberg is reporting that Microsoft will use a Qualcomm chip in its next refresh of the Surface RT. The report, based on insider sources, doesn't stretch to detailing whether we'll be looking at the flagship 800 processor specifically, but such a choice would tally with a previous statement from Qualcomm, and it'd also seem like a logical upgrade for the current hybrid which runs on NVIDIA's Tegra 3 and already feels underpowered. As for NVIDIA, the same unconfirmed report suggests that the company will still have a role to play as a supplier "for some versions" of Microsoft's product. That's a curious notion, because it implies we might see multiple iterations of the Surface RT to suit different price points or markets (e.g., those with or without LTE), and at least one version of those could house a Tegra 4. Or it could simply be a diplomatic way of saying that the existing RT products will continue to be sold and supported for a while. Either way, if Microsoft doesn't implement the full force of Snapdragon, someone else hopefully will.

If Vine still leaves you pining for the choppiness of GIFs, Microsoft's got you covered -- on Windows Phone 8, at least. Redmond's Blink app, which helps smartphone photographers capture bursts of images, has hit version 2.0 and scored the ability to create short animated clips, aptly dubbed Blinks. In addition to the bite-sized videos, the latest update bakes in camera settings in capture mode, sharing to social networks and web galleries for shared creations. Microsoft Research also released Blink Cliplets for Windows 8 and RT, which allows users to layer static and dynamic elements atop footage. Windows RT to come with Outlook app starting with Windows 8.1 update

We weren't expecting Microsoft to make too many announcements here at Computex -- it's got Build coming up, after all -- but it did drop a little bit of news. The company just confirmed that Windows RT tablets will come with an Outlook app pre-installed starting with the Windows 8.1 update. Not much more to share today -- we already knew Windows 8.1 would arrive in preview on June 26th -- but hopefully we'll learn more at the Build developer conference in a few weeks. After all, as much as Microsoft has already revealed about Windows 8.1, it's said very little about RT, specifically.

Update: The official Surface blog does have a bit more information to share, mentioning that an update is coming "in about a week" to improve the Touch Cover and Type Cover keyboard accessories. Once that update arrives, there will be a few function key combos to trigger things like brightness (Fn + Del / Backspace), page navigation or toggle the function keys to charms, volume, etc (Fn + Caps). The flood of Snapdragon 800 hardware hasn't arrived just yet, but Qualcomm says it expects we'll see Windows RT 8.1 devices with their flagship silicon "later this year." There's still no word on which manufacturers will be using the San Diego-based firm's processors, but you can be sure the resulting tablets, convertibles and laptops will be particularly snappy and pack LTE connectivity. Microsoft said to cut prices for OEMs who push Windows RT on small tablets

Acer has already managed to cram full Windows 8 into a $380 8-incher (shown above), but ARM-based Windows RT tablets have the potential to drive prices down even further -- if only someone, somewhere would see their merit. According to Bloomberg, Microsoft is now trying to help things along by offering discounts to OEMs who'll use RT in smaller tablets. The prices in question are confidential, so it's hard to gauge the likely impact for consumers, but with Dell's XPS 10 (shown above) still costing $400 with its dock, and with Surface RT fetching $500, there's definitely scope for improvement.

Microsoft promo buy a Surface RT, get a free Touch or Type Cover

There's no question that the Surface RT comes into its own with a keyboard cover; we can't imagine using the tablet unadorned. Microsoft can't, either, as it's launching a promo that gives the covers away. Americans and Canadians who buy the Windows RT slate between now and the end of June can get either the Touch Cover or the Type Cover for free, no matter which color they fancy. Surface Pro customers are out of luck, but it's hard to dispute the value for prospective Surface RT owners -- the deal amounts to at least a $100 discount on the touch PC's real-world price.

Update: To be clear, this promo has been running in other countries; it's just now debuting in North America, however.
